Executive Council

The PSYOP Regimental Association Executive Council currently consists of eight members. Each person was carefully selected with passion for the regiment being the highest qualifier.
President: Neil Heupel
 Neil Heupel served in the U.S. Marine Corps, North Dakota National Guard, and U.S. Army Reserve from 1975 and 2016.  His various leadership assignments include Command Sergeant Major of 13 PSYOP Battalion and the  U.S. Army Civil Affairs and Psychological Operations Command.  His final assignment was as the U.S. Army Reserve Liaison to the PSYOP Commandant, U.S. Army John F. Kennedy Special Warfare Center and School.  He currently works as a GS civilian at the USACAPOC Headquarters at Fort Bragg, NC.
Vice President: Ed Burley
Brigadier General (Retired) Ed Burley was the first U.S. Army General Officer selected from the Psychological Operations Branch. Commissioned in 1983 as a Regular Army Infantry Officer with the 82d Airborne Division, he has commanded PSYOP units at every level, serving as a BPSE Detachment Commander in Bosnia, Tactical PSYOP Company Commander (305th POC), PSYOP Battalion S3, XO, and Commander (11th POB), and commanded 2d PSYOP Group in combat, serving simultaneously as the JPOTF-Iraq Commander. Ed retired from the Army in 2015 after commanding the 352d Civil Affairs Command. He currently works as an Assistant United States Attorney for the District of Columbia (federal criminal prosecutor).

Director of Operations: Al Lunt
Al Lunt was commissioned in 1980 and served as a Field Artillery officer before selecting Functional Area 39 (PSYOP) in 1988. He served in a variety of PSYOP assignments in CONUS and OCONUS, retiring as a LTC in 2006 from his last assignment as Chief, PSYOP Training and Doctrine Division, USAJFKSWCS. He currently is a DA Civilian working as Chief, PSYOP Doctrine Division, PSYOP Commandant, USAJFKSWCS.

Assistant Director of Operations: Currently vacant.


Secretary: Todd Taylor
Todd Taylor enlisted as a PSYOP Soldier in 1990 and served for 23 years: 13 years on active duty and 9 years as part of the Active Guard Reserve.  He current works as an Instructional Systems Specialist in the Civil Affairs training division at the Special Warfare Center and School. 

Assistant Secretary: Tim Burgess

Tim Burgess enlisted in the Army in 1987. He completed the PSYOP course in 2002, and served in several PSYOP units until his retirement in 2016.


Director of Communications: Chris Howard
Chris Howard enlisted as a PSYOP Soldier in 2005 and served, first on active duty and then as a reservist, until 2013.  He currently works as a PSYOP training specialist at the Special Warfare Center and School. 


Assistant Director of Communications: Currently vacant.

Treasurer: Carrie Spivey-Vernon

Carrie reclassified into the PSYOP Community in 1999. She served in a variety of positions both in the operational and generating force until leaving the military in 2013.  Carrie has been the PRA’s treasurer since the summer of 2015.
